Use a exhaust fan duct if you have a tower cpu heatsink. Don’t mount the fan on the heatsink, suck the air out with the rear fan instead. As for psu, use PC Power & Cooling Silencer. 90% noise reduction guaranteed.

Turning the computer OFF
Thats the best tip ever…0% noise
1. Mount the HDD in a 5.25″ bay with elastic bands.
2. Buy super quiet fans like Scythe or Nexus.
3. Mount fans using rubber grommets. Don’t use screws at all.
4. Throw away the stock CPU cooler and buy a high quality heatpipe heatsink from a company like Thermalright or Scythe. Avoid gimmicky companies like Thermaltake or Coolermaster (Usually requires removing the mainboard)
5. Line the case with Dynamat or similar.

Try this: the plastic frontal of your case, carefully cut all the bottom (the part U do not see) in order to increase air intake so there will be less effort for the fans hence the noise
U can also buy sound dampening panels which u use to cover the inside of the case, it works. they don’t work on the case fans, so buy some silent ones instead. Noctua and Nexus are good brands.
